One of the critical functions of the Peninsulas EMS Council is to support our agencies in their pursuit of grant funding.  We accomplish this primarily through coordination of the Rescue Squad Assistance Fund (RSAF) grant program within the region.

Our support for the RSAF program is accomplished by:

  • Advertising the dates for the grant cycles as published by OEMS.
  • Assisting agencies with preparation of their grant requests.  This assistance can include a review a applications with recommendations for improvement or other assistance as requested.
  • Providing training to agencies on the grant submission process.
  • Evaluating and grading each grant submitted from the region with recommendations submitted to the Virginia Department of Health Financial Assistance Review Committee (FARC).  This review is performed by the PEMS RSAF Review Committee.  This committee is staffed by representatives from regional agencies experienced in the RSAF grant process who have been successful in acquiring grants within their agencies.  The Treasurer of the PEMS Board of Directors and a senior PEMS staff member also participate on the committee to provide guidance and support.

Please note that the PEMS RSAF Review Committee meetings are no longer open to the public and agencies will not be presented with an opportunity to defend or discuss their grant applications with the RSAF Review Committee.  All grant applications will be graded on their merits as submitted.

When requested, PEMS is also prepared to assist agencies with other grant programs.
